We have been tracking different announcements being made at, or on the sidelines of COP30. Below are some of the announcements or developments in no particular order, category or priority.
- Belém Declaration on hunger, poverty and human centred climate action: The declaration was adopted by 43 countries and the EU, prioritising vulnerable populations in climate policy. The declaration calls for expanding social protection by 2% annually, supporting small-scale farmers and community resilience and increasing adaptation finance without cutting mitigation funds. - California at COP30: Although the US had not had a formal delegation present at the COP this year, some of the US States have had representatives attend. An example is Californian Governor Gavin Newsom, who highlighted California’s $4 trillion economy (4th largest in the world) and leadership in the fight against climate change and embracing emissions-free electricity. Newson is quoted as saying “The United States of America is as dumb as we want to be on this topic, but the state of California is not … we are going to assert ourselves, and we are going to lean in, and we are going to compete in this space.”
- China rejects rainforest fund: China has declined to join Brazil’s Tropical Forest Forever Facility (TFFF), arguing developed nations should lead. The fund has so far had $5.5 billion pledged including from Norway, France, Germany and Indonesia but risks falling short of the $10 billion target.
- Africa’s demands: African negotiators call for debt-free financing for adaptation and just transition that would allow them to implement climate solutions, citing climate injustice and compensation needs.
- Article 6.2 Crediting Protocol: Singapore, Gold Standard, and Verra have launched a system to integrate carbon crediting programs into national climate goals expediting and scaling up global climate action by integrating compliance and voluntary market structures. - Transition credits report: The Monetary Authority of Singapore (MAS) led coalition proposes using carbon credits to retire coal plants early and replace them with clean energy, potentially mobilising billions through blended finance to accelerate the shift towards renewables.
- Fossil fuel phase-out push: Brazil’s President Luiz Inácio Lula da Silva has proposed a roadmap to “overcome dependence on fossil fuels” to deliver on the promise made in Dubai to “transition away from fossil fuels”. UK, Germany, France, Denmark, Colombia, and Kenya back the initiative to try to agree on the outline of a path away from fossil fuels.
- Belém Health Action Plan: Brazil has announced a $30 million commitment for the first climate adaptation plan focused on health, addressing heat stress, dengue, air pollution, and mental health. - Rockefeller Foundation investment: Rockefeller Foundation will invest USD 5.4 million in new grants to link regenerative agriculture with Brazil’s school feeding program, supporting farmers and healthy meals. The investment will empower farmers to regenerate soils, boost biodiversity, revitalise rural economies, and bring healthy, locally sourced meals to schoolchildren across Brazil.
- Carbon market coalition: Ten countries including Kenya, Singapore, the UK, France, and Panama have endorsed principles for high-integrity, credible, transparent carbon credit use, aiming to unlock $50 billion annually in climate finance.
- Information Integrity Declaration: 13 countries have pledged to combat climate disinformation, uphold science, and strengthen media freedom worldwide. Signatories so far include Belgium, Brazil, Canada, Chile, Denmark, Finland, France, Germany, Spain, Sweden, Uruguay, Netherlands and Belgium.
